HSE Manager

Poste proposé : HSE Manager

Reporting to the General Manager, the Health, Safety & Environment, Manager for organising, planning, and overseeing the implementation of the health and safety, environment policies and regulations at Endeavour/ Sabodala site stated above, and following up with all HODs. Additionally, the Health & Safety Manager will record, measure, report and ensure the follow-up of the action plans.

Responsibilities:

Integrated HSE Management System

  • Manage the development of Occupational Health, Safety and Environmental strategies, systems and procedures, and ensure they are in line with corporate requirements and consistent across all sites.
  • Integrate and align Safety and Environmental pro-active risk management techniques.

Workplace Health & Safety

  • Promote occupational health and safety within all Sabodala  operational areas and develop safer and healthier ways of working.
  • Supervise the investigation of accidents and unsafe working conditions, study possible causes and recommend appropriate remedial action.
  • Develop ERT procedures, manage mine rescues, firefighting and first aid crews.
  • Facilitate accident and incident investigations to ensure that root causes are identified and appropriate corrective actions to address causes are instigated.

Legislation, Standards Compliance

  • Identify all areas of legislative requirements for the Environment and OHS.
  • Manage safety and environmental audits as required to determine system compliance and effectiveness.
  • Identify the development needs of operational management and work groups required to achieve best practice standards in Safety and Environmental management.
  • Oversee the availability and distribution of the PPE.
  • Oversee driving induction and practical tests.

Monitoring & Review

  • Develop and implement training sessions for management, supervisors and workers on health and safety practices and legislation.
  • Continually review processes and procedures to ensure statutory requirements are met.
  • Inspect the premises and ensure compliance with all safety regulations.
  • Perform routine checks, investigate incidents, data mine costs and ensure safety and hazard free environment.
  • Analyse Safety and Environmental information and statistics to identify areas for focussed intervention.

Documentation

  • Develop the inspection tools and documentation for the operation.
  • Ensure all documentation is kept in accordance with relevant document control procedures.

Communication

  • Ensure that the organisation is aware of, and complies with, all legislation in relation to the use of its plant, equipment and substances, as well as in all workplace activities.
  • Communicate frequently with management to report on the status of the health and safety strategy and risk management strategy.
  • Ensure that employee suggestions and complaints regarding safety are evaluated.

Compliance/Quality Control

  • Promote and adhere to appropriate internal methodologies, policies, procedures and standards.
  • Consistently maintain a high quality of work across all allocated functions.
  • Develop an improvement culture by actively encouraging employees to participate in continuous improvement, capturing their initiatives and providing feedback.

Reporting

  • Gather inputs specific to your area for various reports.
  • Develop processes for incidents reports.
  • Report issues, incidents, near misses or hazards on daily basis.
  • Create reports against KPI’s to reflect Safety and Environmental management performance of the site and actions on key issues such as accident and incident investigation, corrective action management, Risk mitigation plans etc.

Safety Management

  • Demonstrate personal commitment in regard to safety and environmental and Social Responsibility practices.
  • Ensure no accidents take place and proper reporting and corrective actions for the reported accidents.
  • Ensure every person within team is fit for work.
  • Ensure that agreed procedures, safeguards and controls are applied and used.
  • Ensure all activities are conducted safely and in accordance with Company standards and procedures.
  • Ensure hazard management plans are observed.
  • Keep statutory and internal reporting as required.
  • Active participation to the Health & Safety Committee.

    Requirements

    • Minimum experience of 15-20 years in the mining industry with focus on health, safety and environmental management.
    • Professional certifications in HSE,
    •  Strong knowledge of mining operations and associated health, safety, and environmental risks.
    • Proven ability to develop and implement effective HSE management systems.
    • Excellent leadership, communication, and interpersonal skills.
    • Analytical and problem-solving skills, with the ability to manage complex situations In-depth knowledge and experience in implementing and managing ISO 45001 and ISO
    • A good working knowledge of French / English languages
    • Working experience with Microsoft Excel, Word and PowerPoint
    • Experience in a developing country with a preference for West African experience
    • Able to communicate effectively at all levels of the organisation and build effective relationships and networks
    • Possesses strong training and mentoring skills with the ability to develop an effective team
    • Demonstrates strong conceptual skills, and be capable of developing lateral and practical solutions
    • Ability to respond to a changing work environment
    • Ability to manage multiple projects and tasks at the same time
    • A reputation for integrity and ethics
    • Demonstrated management skills.

    Endeavour Mining is a premier intermediate gold producer, with a solid track record of operational excellence, project development and exploration in the highly prospective Birimian greenstone belt in West Africa. Endeavour operates 5 mines across Côte d’Ivoire (Agbaou and Ity), Burkina Faso (Houndé, Karma) and Mali (Tabakoto) which are expected to produce 670-720koz of gold at an AISC of US$840-890/oz over the year. Endeavour’s high-quality development projects (recently commissioned Houndé, Ity CIL and Kalana) have the combined potential to deliver an additional 600koz per year at an AISC well below $700/oz between 2018 and 2020. In addition, its exploration program aims to discover 10-15Moz of gold by 2021 which represents more than twice the reserve depletion during the period.
