The consultant will undertake the following task :
Task 1 : NEEDS ASSESSMENT and STRATEGY DEVELOPMENT
Conduct a needs assessment through stakeholder consultations on WPP and election, including a mapping of existing initiatives being implemented and those in the pipeline’, identifying areas of possible collaboration and existing gaps in ongoing efforts;
Develop a multiyear programme strategy on WPP including key areas on gender-responsive electoral support and women’s political participation beyond elections
Task 2 : ROLL-OUT AND IMPLEMENTATION of STRATEGIC ACTION AREAS
Provide strategic advisory services and technical support to UN Women and its partners on women’s political participation and UN electoral assistance programming, monitoring, and reporting
Coordinate the development and implementation of a strategy on capacity development for different target groups engaged in elections and women’s political participation
Coordinate technical assistance and targeted advocacy to national electoral stakeholders to promote women’s equal representation in decision making
In line with the Cluster Office’s Strategic Note undertake programme activities in the area of women’s political participation as required
Representation in meetings with elections stakeholders as needed
The assignment will take up a period of 7 months. The consultant will be based in Tunisia. Any missions will be agreed upon with the consultant and costs will be covered by UN Women.
Mission / travel costs are not part of the financial proposal.
Consultant are expected to be equipped with all materials and equipment needed to perform their tasks for example laptop, software etc..

Sound practical knowledge on women’s political participation programming including on gender responsive electoral processes (i.

Previous experience in field-based election in a variety of cultural and political contexts;

Required Skills and Experience
Master’s degree (or equivalent) in International law, gender studies, international relations, environmental studies, business administration, Political Science, translation, cultural studies or relevant field is required.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
At least 7 years of experience integrating gender equality and political participation and representation; including proven experience integrating gender equality and electoral cycle, women’s political participation, and gender based electoral violence mitigation;
Sound knowledge of international standards on human rights, women’s rights and related instruments required;
Experience with UN Intergovernmental processes including those related to women’s empowerment, gender mainstreaming and gender equality is an asset;
Experience working with multi-stakeholder organizations is essential : governments, CSOs, and the UN / multilateral / bilateral institutions is an asset.
Experience in programme design and results-based management is an asset;
Experience with UN electoral assistance processes is an asset.
Language Requirements :
Proficiency in Arabic and English is required.
Evaluation Criteria :
Individual consultants will be evaluated based on the following methodology : Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.
The points for the Financial Proposal will be allocated as per the following formula :
Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
The points for the Financial Proposal will be allocated as per the following formula : (Lowest Bid Offered*) / (Bid of the Consultant) x 30;
Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
