Poste proposé : Social Performance Impact Management

Reporting to the site General Manager & the dotted line manager, the SPM will oversee the assessment and management of social performance activities associated with the operations, the remit of this role includes Community Engagement, Land Access & Acquisition, Social Impact Management, and Social Investment. 

The incumbent of this position will be in :

Social Performance Impact Management :

  • Responsible for the development and implementation of the Social Performance Management System (accounting for existing operations and future development)
  • Manage the acquisition of socio-economic baseline data and ensure the findings are fully integrated into relevant business planning activities.
  • In close cooperation with the HSE and Security departments, manage social, socio-economic, and human rights impact assessment (stand alone and as integrated within the ESIA process) and associated action planning and execution.
  • Ensure that the appropriate management plans are in place and executed in accordance with the requirements of the ESIA.
  • Oversee the execution of EDV land access & acquisition standard to support operations in accessing land and providing compensation to impacted communities in a timely and appropriate fashion and in accordance with agreed processes.
  • Support other company initiatives (environmental awareness, local content etc) which contribute to social performance management as requested.
  • Reporting, Monitoring and Evaluation Audit: Ensure that all Social Performance reporting is aligned with standards, guidelines and schedules.
  • Provide guidelines and leadership on the best practices to ensure the site retains its social license to operate.
  • Ensure the effective functioning and reporting of onsite committees which impacts on the operations social license to operate. 
  • Identify, report, and provide advice and guidance on all social risks that could impact the mine. Implement appropriate mitigation measure to prevent or minimize the risk.
  • Advise on areas of risk to the sites social license to operate and how to mitigate the risk. Stakeholder Engagement & Consultation
  • Build and maintain strong working relationships with key stakeholders in the operational areas including (but not limited to) regulators, administrative authorities, local authorities, NGOs/CSOs, and cultural bodies etc.
  • Ensure the field base Social Performance team are executing the agreed community engagement programme.
  • Develop, manage, and execute a long-term community consultation and disclosure programme (including grievance management) in support of business requirements.
  • Represent company at key engagements which require social input/knowledge (ie. NGO engagement).
  • Represent EDV at local/regional events/forums and ensure appropriate responses and messages are given Community Development & Social Investment • Social Investment & Benefits Packages
  • Oversee the development of a robust social investment programme (combining short- and long-term initiatives, nationally and locally) in partnership with EDV Foundation and ECODEV.
  • Ensure the effective and timely execution of the Social Investment Strategy (local and national) accounting for business risks, operations, and community development requirements.
  • Coordinate onsite activities which relate to EDV Foundation and ensure reporting of project budgets and progress when required
  • Manage the progress of all mine community development projects and report any progress or risk including tracking spend.
  • Have a complete understanding of the mining funds in place in the appropriate jurisdiction (FMDL) General Management
  • Manage the Social performance team: Monitor and evaluate the performance of the team, promote, and develop the skills, Lead formal career development • Contribute to the ESG strategy of the company
  • Complete, manage annual departmental budgets, planning and reporting for social performance department
  • Liaise and coordinate activities with other departments which impact on the sites license to operate such as Communications, Security, Health, Safety, Environment (HSE).
  • Managing in collaboration with communication manager, the production and dissemination of information with targeted publics through appropriate channels in line with the company mission and vision.
  • Assist with the collection and compilation of social information for the ESG reporting and annual sustainability report.
  • Contribute to risk assessments and management planning as required.
  • Participate and contribute to Social Performance audits/reviews (either internal or external).
  • Engage and manage specialist consultants as required.
  • Actively contribute to the leadership and management of the Business.
  • Play a key role in the proactive management of business issues, particularly those pertaining to company activities.

Profil recherché pour le poste : Social Performance Impact Management

Requirements :

  •  At least Master’s degree in social sciences/humanities/sustainability
  • A minimum of 10 years’ experience working in community development/social performance role; mostly in the mining industries
  • Previous exposure to technical aspects of environmental/social impact assessment of major infrastructure/extractive projects.
  • Previous experience in land access and displacement action planning according to World Bank/IFC standards is essential.
  • Demonstrated experience in securing both temporary and permanent access to land resources for the purposes of major infrastructure development.
  • Demonstrated experience in managing large and diverse teams across remote locations.
  • Experience in the management of grievances and supporting systems.
  • Experience in developing and executing social investment and community development projects within the extractive sector.
  • Experience in managing large budgets and complex schedules.
  • Negotiation and lobbying skills, with good interpersonal skills adapted to each interlocutor
